My family has been patient and compliant with the investigation launched at Duke Ellington School of the Performing Arts. We have provided everything from receipts from our security deposit, to our lease, to Pepco bills, to paycheck stubs to most recently a print out of every payment made to our apartment management company.
We have four children attending DCPS schools and have NEVER had to go through this kind of scrutiny for the younger two. In fact, one of their schools simply did a home visit and called it a day. We have been sending information back and forth on the oldest two for what seems like the entirety of the school year. Just when we feel some sense of relief, we receive a letter in the mail stating that we have been included in a Non-Residency decision.
 
I am quite frustrated with this process and extremely annoyed by the insistence that we are not residents when we have the blood, sweat, tears, paycheck stubs, Pepco bills, rent receipts, lease agreement, neighborhood connections, other children, metro routes, car mileage and everything else to prove otherwise. Please figure this out and stop denying the residency of our family who clearly has been living in DC.

This is the home I met my wife in back in 1984!
My wife's family has owned this home for the last 46 years. She was just maybe 5 years old when her parents moved from Hawaii Ave to 33rd Pl SE. When we took over the home in 2006 we have raised our three sons in this DC home. Our oldest graduated from McKinley Tech and our two younger sons graduated from "Hyde" now Perry Street Preparatory Public Charter School. Now our youngest son who attends Duke Ellington has been enrolled at Duke for the last two years and prior to that he attended Brooklyn Middle. We've paid our taxes in DC since 2006, we're registered voters of Ward 7, we have valid DC licenses, and we pay our utilities in DC! They delivered the silly letter to our DC home; how does that not qualify us and legal DC residents?

Attempted to pay tuition but OSSE never got back to me!
I was a VA resident when my son applied and was accepted in the fall of 2016. I knocked OSSE's door down to put a contract in place to pay tuition in monthly installments - they never reached out to me. In April 2017, I moved into DC, very close to the school. I kept my VA residence and am renting it out while renting a property in Georgetown. My son's father (my ex-husband) resides in VA, but I am the enrolling parent and my son primarily lives with me (I estimate at least 80% of the time). OSSE accepted my documentation and waived my tuition payments for April - June 2017. Now they are finding me, and therefore my son, to be non-residents. I had to provide documentation at least 3 times during the school year and on at least one occasion, they told my son he could not return to school the next day if I did not provide documentation by that day - almost no notification. I have a DC tax return for 2017 (partial year in DC, partial year in VA) and I have a federal pay stub showing that I reside in DC and am paying DC taxes. I have presented a signed lease and proof of payment from my landlord, along with months' worth of proof of utility payments at my DC address. OSSE sent my May 9 letter to my VA address. The tenants stated that it never arrived. When I asked, they refused to send it to me via email. They also refused to tell me why I have been found to be a non-resident. They re-dated the letter and mailed it to me in DC and I received it there. They also sent the 2nd letter to my DC address, where I received it.
